Tennessee minimum car insurance by ZIP
When proof of financial responsibility is required in Tennessee after December 31, 2022, Tenn. Code Ann. § 55-12-102(12)(D) sets the amounts. A split-limit liability policy must be at least $25,000 for bodily injury to or death of one person, $50,000 for bodily injury to or death of two or more persons in any one accident, and $25,000 for property damage in any one accident (25/50/25). A single-limit policy must be at least $65,000 applicable to one accident. Quotes for those same legal amounts still vary by garaging ZIP, vehicle, and driving history.

Tennessee financial responsibility amounts (25/50/25 or $65,000)
Tenn. Code Ann. § 55-12-102(12)(D)(i) applies when proof is required after December 31, 2022. Proof means one of the following:
- A written proof of liability insurance coverage provided by a single-limit policy with a limit of not less than $65,000 applicable to one accident.
- A split-limit policy with a limit of not less than $25,000 for bodily injury to or death of one person, not less than $50,000 for bodily injury to or death of two or more persons in any one accident, and not less than $25,000 for damage to property in any one accident.
- A deposit of cash with the commissioner in the amount of $65,000.
- The execution and filing of a bond with the commissioner in the amount of $65,000.
The same subsection says an insured whose policy complied with the financial responsibility law on December 31, 2022, is not in violation if the policy meets those amounts as of the first renewal after December 31, 2022. The Tennessee Department of Revenue states the same split limits for liability car insurance: $25,000 for each injury or death per accident, $50,000 for total injuries or deaths per accident, and $25,000 for property damage per accident (Drive Insured Tennessee).
ZIP territories across Tennessee
Nashville, Memphis, Knoxville, and Chattanooga are different garaging territories. The legal amounts in § 55-12-102(12)(D) are statewide. Enter the ZIP where the vehicle is parked overnight so each quote uses the same territory.
Tennessee cities, rural routes, and other proof options
A downtown Nashville ZIP and a rural West Tennessee ZIP can be filed as different territories even when both quotes use 25/50/25. The statute does not set a separate minimum for Memphis, Knoxville, Chattanooga, or the I-40, I-24, and I-65 corridors.
Match any optional coverages you add, including uninsured motorist coverage if you choose it, so a lower quote is not just a thinner policy. Section 55-12-102(12)(D) defines proof of financial responsibility. It does not, by itself, require uninsured motorist coverage.
List every regular operator in the household before you compare. The financial responsibility amounts apply to the proof you maintain; they do not depend on which city the car is garaged in.
Event traffic in a city ZIP does not change the $25,000 / $50,000 / $25,000 split limits or the $65,000 single-limit, cash, and bond amounts in the statute.
Single-limit policies, cash deposits, and bonds
A single-limit policy of not less than $65,000 for one accident is a statutory alternative to 25/50/25, not a discount on the split limits. A cash deposit or a filed bond must also be $65,000. Most drivers shop a liability policy. If you use cash or a bond instead, confirm the commissioner has accepted it before you drop a policy.
Carrying more than Tennessee’s floor
A serious injury can exhaust $25,000 for one person. Higher liability limits are a choice above the statute, not a second legal floor. If a lender or lessor requires comprehensive and collision on a financed or leased vehicle, that requirement is separate from § 55-12-102(12)(D).
Tennessee proof and renewal basics
After a crash, exchange insurance information even when the damage looks minor. The split-limit amounts pay others for bodily injury and property damage. They are not a promise to pay your own medical bills or to repair your own car.
If your policy met the financial responsibility law on December 31, 2022, subdivision (12)(D)(ii) gives you until the first renewal after that date to meet the current amounts. When you switch carriers, avoid a gap between the old policy and the new one.
Practical ZIP shopping steps in Tennessee
Fix the garaging ZIP first, then list every driver and vehicle the way they should appear on the policy. The 25/50/25 split limits, or the $65,000 single limit, are comparable only when deductibles and any optional coverages match across carriers.
Keep the same proof structure on every quote. Do not compare a 25/50/25 split-limit policy with a $65,000 single-limit policy as if they were the same contract.
Ask for a declarations preview before you pay when the carrier can provide one. If the preview does not show at least the statutory split limits or the $65,000 single limit you selected, stop and compare another option.
Save each quote with the same effective date. When you bind coverage, check that the declarations page shows the ZIP and the limits you selected.

Frequently asked questions
What split limits does Tennessee require after December 31, 2022?
$25,000 for bodily injury to or death of one person, $50,000 for bodily injury to or death of two or more persons in any one accident, and $25,000 for property damage in any one accident, under Tenn. Code Ann. § 55-12-102(12)(D)(i)(b).

A single-limit liability policy of not less than $65,000 applicable to one accident, under § 55-12-102(12)(D)(i)(a).

Yes. The statute also allows a cash deposit with the commissioner of $65,000, or a bond filed with the commissioner of $65,000.

The legal amounts are statewide. Insurers still territory-rate policies, so neighboring ZIP codes can produce different quotes at identical limits.
